Odisha Cabinet Approves ‘Samrudha Sahar’ Scheme for Planned Urban Growth – News12 Odisha
Bhubaneswar : The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi on Wednesday, approved 13 significant proposals from 11 departments, including the launch of the flagship Samrudha Sahar scheme aimed at promoting planned urbanisation and regional development across the state.
The Samrudha Sahar scheme, a key component of the state’s Vikshit Odisha 2036 Vision, seeks to transform cities into dynamic growth hubs. It will be implemented by the Housing and Urban Development Department through two core components — Town Planning Schemes and Cities as Growth Hubs.
The scheme envisions the reorganisation of peri-urban land for infrastructure development, including roads, water supply, sewerage, and waste management. With a total allocation of Rs 4,114 crore for urban infrastructure and Rs 765.3 crore for economic growth clusters, the initiative carries an overall outlay of Rs 4,879.3 crore.
The plan will also support the development of integrated economic zones, industrial townships, and high-potential urban corridors. Master Plans and City Development Plans (CDPs) will be enforced to align with central and state development goals.
In a significant push for the electronics sector, the cabinet also approved the Second Amendment to the Odisha Semiconductor Manufacturing and Fabless Policy-2023. The amendment includes 16 major changes aimed at attracting and sustaining investments in this high-tech and capital-intensive sector. Companies like RIR Power Electronics, SiCSem Pvt. Ltd., and Heterogeneous Integrated Packaging Systems Pvt. Ltd. have already expressed strong interest.
Another key decision includes the promulgation of the Odisha Universities (Amendment) Ordinance, 2025, which enhances the powers of the Governor — in his capacity as Chancellor — in the appointment of Vice-Chancellors across public universities under the Odisha Universities Act, 1989.
The Cabinet also cleared various proposals from departments like Energy, Home, and Finance, reinforcing the state’s focus on governance reforms and long-term development strategies.
